Short Biography

Lawrence Sciberras holds a PhD in Development Studies with a focus on international maritime transport affairs and an MBA in Strategic Management. He is a qualified Chartered Engineer with specialization in maritime safety, maritime communications and satellite-based systems. Dr Sciberras works at the European Maritime Safety Agency (EMSA), an Agency of the European Union, and has over 20 years of experience in the field of maritime transport and International Maritime Organization (IMO) matters particularly in the implementation of IMO instruments.
